On my iPhone, I open my Settings, ensure Wifi is turned on, and wait to see some sort of network from the camera to which I can connect. I see the blinking Wifi symbol on the camera, indicating it is waiting to connect (theoretically also indicating that it is broadcasting some sort of network signal). I've gone into Settings > Wifi > Network Connection > Enable.

I am unable to connect because the camera SSID is not displaying as an available network on my iPhone 6.

I just bought a refurbished (by Nikon) D750 and all seems well with the exception of the wifi capability.
